HB 415, known as the Allen Toussaint Legacy Act, was introduced into the Louisiana state legislature by Representative Walt Leger III on March 31, 2017. Initially drafted by entertainment attorney and FAMIS faculty member Tim Kappel, the bill aims to provide individuals with property rights in the commercial use of their names, voices, signatures, photographs, and likenesses. Named after the renowned New Orleans musician, songwriter, and producer Allen Toussaint, the bill has since passed the House and advanced to the Senate Judiciary Committee.
Professor Kappel has been a member of FAMIS faculty since 2015, and joined the department full-time in 2016. He currently teaches courses in entertainment legal issues and compensation.
